As there is no rule specifically regarding having a character name that is offensive/obscene.  

SO, I can figure that rule 2d*obscene language* covers the name, but since there is no direct rule stating "players are not allowed to create a character with an offensive name" does rule 3d*bending the rules* apply as well?

Now, with rule 1h *spam*, would any character with an offensive name who managed to post a few /shouts be considered spamming? Even though whatever comes after "XXX shouts:" might not in inself be a spammy message would I allow for the possibility that the player means for the name to be the message more than whatever comes after "shouts:"?  Would I need to be able to prove intent of the player with the offensive name before tacking a violation of rule "1h" on my incident report?

What about the specifics of the offensive name?  Ex: "fu*kyoucu*t (with the missing letters); Could this be considered a violation of 2b*personal information* and/or 2c*controversial topics*?  It might be personal/private information if someone is a "cu*t," as well as being a topic of controversy as to whether somebody online is a "cu*t" or not.

The last thing, rule 3a*Respect Vol decision*.  Example: the SAME character name logs in/is created repeatedly after being warned, muted and kicked repeatedly.  Is this considered "not respecting Vol decisions?"  

I feel that regardless of whether the IP of the attempt is the same, if one player is /kicked for having an obscene name and another player creates/logs into a character with the same obscene name as has already been /kicked this could be "not respecting a Vol decision."

Basically, character names are considered the same as any other text message -- because your name always appears in chat.

So there will be no specific rule on names, because names are included in the existing rules on appropriate chat -- so F*ckyouc*nt, Gms_suck, Runscapeboy, Kyle_sucks, etc would all be prohibited under the appropriate rule as if someone had shouted those sentiments.

...but it needs to be considered on a case-by-case basis. Another point I simply haven't covered yet is the issue of proof -- the standard of proof and who the onus is on. The standard of proof is that of civil courts (on the balance of probabilities) and it is on the player to prove his excuse or whatever -- for example, if the charge is that IP xxx.xxx.xxx.xxx pw guessed and the excuse is that this was the player's brother's dentist's dog's tennis coach's wife's mother who broke into the player's house and did this purely to get him in trouble. it is the player who must prove this to the reasonable satisfaction of the Vol(s).

No doubt people will now be bursting blood vessels because this means guilty until proven innocent. Well a player can always go to the Complaint Dept if they think they have been treated unfairly.

Again case by case. The fact is idiocy tends to be persistent. However for some it passes after a short while and going nuts on them during their affliction doesn't achieve anything besides alienating that player.

OTOH some for some people idiocy is a chronic disability frequently rooted in lack of respect. That's more what 3a is designed to address.

Yet again when I update, 3d (troublemakes) will also address such long-term idiots.

Ah, I did update 3c (false/vexatious claims) to cover this yesterday. Arguably it could be 3a as you say though. I would go for 3c for different IPs and 3a for the same. Also if thte IP has changed consider 1c/1d (pw guessing/sharing).
