I have been prompted by recent events to clarify a few things.

"Item Spamming" can be defined as dropping items on multiple tiles in an inappropriate way.

Dropping items on multiple tiles is fine as it is. However, if there are player(s) present who are experiencing client FPS-drops because of this, these items must be removed and "item spamming" must seize. Deliberately abusing this system for personal gain, or harming other user's gameplay is not allowed. (See rule 1b).

In contrast to this, enforcement will be used only where necessary (like it isn't ;)). That is, if its in a public location (i.e. Stoneglow, Stonehaven, Guildhall, etc) or at a location that is appropriate to the victim.

harassment is harassment.  Whether it is in shout, or on floor tiles, inappropriate language is not acceptable.

That other thread is about a specific incident, and for the game moderators to discuss.
This is a general discussion of the issue behind the specific incident, and for the community at large to discuss and decide.
