A new release of the Windows client installer is available on the download page. It can safely be installed over your old version, so no problems there.
This release is for a major upgrade to the talk interface (the GUI you get when you /talk to an NPC) called SENTInce. SENTInce is documented in Daipedia and there is a long discussion thread in the forums.
Note though that the documentation is incomplete yet, and indeed not all of SENTInce is yet implemented. SENTInce is pretty complex to develop but the idea is that is is simple for players to use -- it should just work, or at least that's the hope.
As part of SENTInce, Guild Hall on the dev server has been somewhat upgraded. Currently the major change is to Fanrir whose scripts and quests have been expanded significantly (no new quests yet, but the existing ones are more tutorial-like for new players).
Naturally, there will be many bugs. Please use the bugtracker to log bugs, large and small. Comment/ask about SENTInce in its forum thread, and the new(ish) GH maps/scripts in the dev server board.

True. I wonder that a new Windows install doesn't also overwrite your options and widget layout.
The problem is that the Windows client reads/writes the user-modified files and the default files in the same place.
I'll put this in the bugtracker.
Note that the installer *will* overwrite your modified keybinds and other personal settings!
