Well hurrah but with a big fat question mark still.

0.10.6-c is an effective workaround for the skills bug. The cause, whatever it is, still happens but it no longer destroys your skills.

Affected players might find that some kill quests break but that can be fixed manually if it happens I think.

Looks like Travislb has been hit by bug. At least in chat log he claimed to have lvl 60 wis and now is at 0 but I never saw him online

He was hit before I did the workaround (which actually seems to have fixed it to my surprise). Several players got hit but kept quiet for some reason.

Just get Clobber on the case. It shouldn't happen again.

I've got bad news for someone (Smacky?). It looks like Level bug is definitely not fixed. What has made it slightly unusual is that I managed to lose the levels ingame while killing an enemy mob although it was first kill of session so it may simply have refreshed values. Until then I was perfectly ok. No idea how useful it is but as character has a very recent creation date it should be easy to follow it's progress. I suspect that killer bee quest is to blame as it's duplicated or how to skin a cat that has disappeared.

It's only character on account and I made it yesterday or day before yesterday. It was with aim to get to 110 without dying once but that's fairly irrelevant. However I do know what character has done questwise. I'll enumerate them:
GH
Fanrir quests
How to skin a cat (didn't complete it as wanted a better weap to rebalance)
Merc Guild Joining (note I had to delete and retake it for ant scout leader to drop helm)
Probe and MB quests
Merchant trouble quests
ID scrolls quest

Village
clw quest
minor healing quest

Not entirely unexpected. The 'fix' I did only fixed a symptom, not the root cause, whatever that may be (I think it is related to kill quests -- something's amiss there anyway).

That said it seems to have solved the vast majority of cases (yours is the only one in the last 1.25 months of logs). I can see exactly when it happened but I'm no wiser as to why...

The following players have also been hit but before the 'fix' and need some Clobbery TLC (if they're still here -- Cutina seems to have done a lot of slaughter recently so I wonder if she's Cutintwo in a dress?)

Here's a theory. It could be that quests use wrong data so it creates a conflict. Here is an example of an imaginary quest

"Collect 10 Bee Stingers by killing bees"
Now if you kill a bee you get a 50% chance of getting a bee stinger. Now let's say for the sake of argument I kill 18 bees and get 9 Bee Stingers and logout. When I login it will see I've killed 10+ bees so I've completed the quest. When it then checks for Bee Stingers it sees I don't have 10 so it doesn't complete quest and goes into error.

Unsure how realistic it is but it's a plausible scenario especially if quest scripts tap into /kills list as well as checking inventory. Other than that I'm unsure what it could be but hopefully it's provided something useful

I'm not so sure it has anything to do with quests.  I had this bug hit my main char Joeshmo, which has had all the quests done for years.  All it took was logging in one day and poof, lvl 1 skills.

Some new code affecting accounts with multiple alts is my guess.
Whoever said "Out of sight, out of mind" never had a spider disappear in their bedroom.

Well Cannotdie character was only one on that account so multiple alts theory can be ruled out (or alternatively there is more than one cause and one of them is independant of multiple alts on one account).

If quests have nothing to do with it then it's simply a case of primary cause having a subsequent knock on effect on quests (e.g. autocompleting them)

Well one other thing that could trigger it is that some quests on my character were guild specific (e.g. 3 of them required you to be in priest guild) but I acquired the quest, then left guild so I could kill with all my skills and planned to only rejoin to collect reward. I don't think it should affect it as I think it's only when you talk to NPC to collect reward that guild is checked but that could also be a factor.

I'm actually not that worried about character being hit. I'm more interested in trying to locate cause. When I think of actions my character took it includes
-consuming food
-applying an altar
-joining/leaving guilds
-buying/selling items in shops and water from NPC including 100 via text instead of normal orders
-using melee, prayers and spells
-using ID scrolls
-using teleport via npc (not portal) and entering/leaving dungeons on maps
-resting
-looting
-getting poisoned and healing naturally
- /channel g* and /who. Also tried /save a few times out of habit but it said it didn't exist as a command
-equiping items including an egoitem (fanrir's ring)
-various quests
-repaired equipment at NPC
-killed enemies. Some were grey and gave no loot/XP while others were purple and gave good XP and loot. Naturally I moved while doing so.
-bound food to hotkeys (F1-F8)

I've not socialised nor have I got any one-drop items outside of anything explicitly mentioned in a quest. This includes keys other than Fanrir's. I haven't bought an apartment and don't think I have a bank account. I haven't set foot in Demon Plane nor have I used any emotes. Other than checking shout log I've not done any channel related activities so it's at default settings. No quests were taken outside Guild Hall and Village and only NPC I spoke to in Stonehaven was priest to teleport and maybe a few that didn't answer when I selected wrong one by accident in church. I've also yet to die so it shouldn't be related in any way to death/respawn mechanism. I have occasionally fled from mobs by exiting a dungeon that presumably caused a mob to lose it's target. I also got kicked off the server once or twice when game froze when presumably my connection lagged out or my internet had a problem that could be a possible cause if it happens when character is being refreshed or something like that?

I think that's a relatively comprehensive list of my actions so far. I may have forgotten a minor detail but I think it sums up what I've done and experience on the character. I've no idea if it's useful or not but it should hopefully allow anyone trying to find the root cause to slightly narrow what actions can cause bug if it is something that requires an action from the player to commence.

Well spotted Smacky.  Cutina is my daughter and she has been out and about a lot recently.  Keeping up the family name for brutality.  She tells me that the lvl bug hit her, however it did not affect her MA skill so she carried on gleefully slaughtering the unsuspecting minions of the evil one.

I'd recommend taking a daily backup (or maybe twice daily) of all playerfiles until we can get this sorted. Then we can at least have a shot at reproducing the bug.

Shouldn't be anything a cron job can't handle.

Well good advice, mostly. I should have done this ages ago just to keep a regular backup.

Problem is it results in a > 2GB file! So I'll need to manually prune it every week or two. I've set it up to get a bit of potentially useful info too. Just daily at 7am UTC.
